Cllr Bass should be applauded for grasping the initiative for energy saving in Essex. However, the methodology leaves much to be desired. There is evidence as to the
benefits of street lighting but converting lights wholesale to part night operation is akin to burning one's bridges.
Far more sensible would have been to change over to modern remote monitoring solutions which would have allowed the switching regime he is proposing but combined with an ability to instantly switch the lights back on if required as well as operating alternative solutions.
Though more expensive than the current part night program, payback would still have been very quick. See www.ile.org.uk for more information.
