2016 was a bad year for the pollsters but a good year for the outsider.

This applied to football clubs as well as key political decisions and many are analysing why, what are the lessons and will it continue.

The silent majority, many of whom may not have benefited from globalisation, have indicated they want a change of direction. Time will tell if that is a better option.

In Uttlesford, the Local Plan was an important topic. The plan process was paused in late autumn so that councillors and residents have enough information to make an evidence based decision.

The council had already agreed its spatial strategy and determined that a new settlement(s) was necessary to fulfil the required number of new homes. Some things are certain – there will be a new plan for Uttlesford and new homes and infrastructure will be earmarked, the outstanding question which will be resolved in 2017, is where.

Away from the plan, the council continued to deliver its services, hopefully to the satisfaction of residents.

We maintained our close engagement with the voluntary sector and were delighted when Fairycroft House in Saffron Walden was secured as a key community facility – our congratulations go to Tim Atkinson who leads this initiative.

In the autumn we welcomed our first refugee family to settle in Uttlesford and in November the council hosted the Community Achievement Awards when volunteers are recognised for their outstanding contribution to the local community.

Held every two years, the evening highlights the range of selfless activity that forms part of the glue of our society.

The council is facing financial challenges in future years as support from central government is reduced. As well as reviewing the efficiency of its operation the council is examining how income can be increased without burdening ratepayers and hopes to make an announcement in January.

Finally, I hope that we can increase the dialogue with town and parish councils as well as local communities in 2017, and look forward to meeting many of you.
